Shelly Winters Black was born in New Orleans, Louisiana. Shelly began drawing at an early age and later in life studied painting and took instruction under Sylvia Doucet Stanton of Mill Brook  Gallery in Mississippi. Shelly only paints with the finest Divinci Oils and is a member of the New Orleans Art Association & The Slidell Art League. People fascinate Shelly and inspire her to capture the true essence of one?s soul through the Art of painting. She serves as an Hair Stylist and Make-up Artist as well as Director for Shelly?s Pageant Express Inc. Shelly owns and has produced Pageants all across Louisiana. She is a former Mrs. Orleans Parish, Mrs. Jefferson Parish, Mrs. Gretna and Mrs. South Louisiana to name a few. Shelly is the owner of the Miss New Orleans Pageant and is  the author of the book ?How To Direct Your Own Pageant?.

She focuses her work on New Orleans scenes, People and Motion.

Her work is expressed through culture, experiences and the power of feelings. Her work has been featured on E.T. , Pageantry Magazine through her cosmetology skills.
